A War of Whispers is an exciting competitive board game for 2 to 4 players. It's all about area control, hidden agendas, and shifting loyalties, offering deep - seated strategy within a short playing time. In this game, five powerful empires are at war for world dominance, but you're not a mighty ruler. Instead, you represent a secret society, betting on the war's outcome and pulling strings to rig the results for profit. You start with five loyalty tokens, each linked to one of the five empires, and randomly bet on a loyalty value. Your main goal is to make sure the empires you're most loyal to control the most cities when the game ends. The gameplay is divided into four phases per turn: Deploy agents phase, where players take turns to remove and deploy agents to empire council positions like Sheriff, Steward, Marshall, and Chancellor; Empire turns phase, when each council position takes an action and players can play acquired cards; Cleanup phase, where the turn marker moves and players discard cards to a five - card limit; Swap phase, where players can swap two unrevealed loyalty tokens, revealing them in the process. The gameplay repeats four times. Once the last space on the turn track is filled, the game ends, and scoring begins. The player with the most points based on empire loyalties and city control wins.
To play A War of Whispers, start by getting five loyalty tokens, one for each of the five empires. Randomly bet on a loyalty value.
